The Regulations
The US Department of Labor's Occupational Safety & Health Administration regulations require the employer to evaluate it's workplaces for a number of hazards to prevent and respond to worker injury. One such regulation, is 29 CFR 1910.146 Permit Required Confined Spaces. This regulation requires the specification and evaluation of stand-by rescue services that can be summoned to rescue entrants to these spaces in case of an emergency.
